CHALLENGES

  • Aging instruments and facilities: Replacement cycles for school-owned instruments (typically 15-20 years) are frequently deferred, leaving students with instruments in poor playing condition.

 

  • Technology gaps: Music technology (DAWs, notation software, recording equipment, MIDI controllers) requires ongoing licensing and hardware investment that many programs can’t sustain.

 

  • Reliance on family contributions: Instrument rental, method books, uniforms, travel fees, and private lessons create financial barriers that filter out lower-income students.

 

  • Elementary-to-secondary drop-off: Universal elementary music narrows dramatically at middle and high school, where music becomes elective and competes with other demands.

 

  • Rural and small-district disparities: Small districts may have one music teacher covering K-12, limited ensemble offerings, and no feeder pipeline.

 

  • Master schedule conflicts: Students are forced to choose between music and world languages, AP courses, intervention/RTI blocks, or dual enrollment — pushing many out of music by high school.

  • Competing accountability pressures: Since music isn’t part of state accountability systems, it’s deprioritized when reading and math scores drive decisions.

 

  • Music teacher shortages: Many states report critical shortages of certified music educators, especially in elementary general music, strings, and rural placements. Pipelines from teacher-prep programs have thinned.

 

  • Isolation: Music teachers are often the only specialist in their building, lacking content-area colleagues for collaboration, mentorship, or coaching.

 

  • High workload and burnout: Managing multiple ensembles, evening concerts, festivals, travel, fundraising, and administrative duties creates unsustainable demands — a leading driver of attrition.

 

  • Generic evaluation systems: Teacher-evaluation frameworks built for tested subjects poorly fit music instruction, leading to superficial or misaligned feedback.

 

  • Limited discipline-specific PD: District professional development rarely addresses music teachers’ actual needs, leaving them to self-fund conferences and coursework.

 

  • Narrow repertoire and traditions: Programs anchored solely in Western classical and traditional band/choir/orchestra models can feel disconnected from students’ cultural identities and contemporary musical interests.

 

  • Performance-only focus: Programs that measure success by concerts and contest ratings can under-invest in composing, improvising, listening, and creative musicianship.

 

  • Weak vertical articulation: Elementary, middle, and high school programs often operate in silos, with inconsistent expectations and awkward transitions.

 

  • Insufficient differentiation: Meeting the needs of students with disabilities, gifted musicians, English learners, and beginners in the same ensemble is genuinely difficult without adequate supports.

 

  • Shifting student interests: Traditional band/choir/orchestra models compete with students’ engagement in producing, remixing, and consuming music through technology and social media — often outside school structures.

 

 

 

WHAT NOT TO DO


  • Don’t treat music as concert prep only. Spending most of the year rehearsing two concerts crowds out composing, improvising, listening, analyzing, and independent musicianship. Students perform without becoming musicians.

 

  • Don’t rely on a single tradition or canon. A program built exclusively on Western classical band/choir/orchestra repertoire signals to many students that their musical identities don’t belong. Add modern band, world music, mariachi, guitar, and student-selected repertoire.

 

  • Don’t confuse “fun activities” with instruction. Games, movies, and worksheets without clear musical learning targets waste instructional time and undermine the program’s credibility with administrators.

 

  • Don’t skip written learning outcomes. If a music teacher can’t articulate what students will know and be able to do this week, this quarter, this year — the program isn’t teaching, it’s occupying.

 

  • Don’t use music class as a reward or punishment. “You can go to music if you finish your math” or pulling students from music for missed assignments teaches everyone that music is expendable.

 

  • Don’t over-teach and under-do. Talking through music theory for 20 minutes when students could be making music is one of the most common pedagogical mistakes. Active music-making should dominate.

 

  • Don’t lock entry points at one grade. Programs that only accept beginners in 4th or 6th grade permanently exclude students who move in later, weren’t ready earlier, or discover interest at 14. Build multiple entry points and non-traditional ensembles.

 

  • Don’t schedule music against other high-value courses. Master schedules that force students to choose between band and AP courses, world languages, dual enrollment, or intervention systematically push out first-generation students, English learners, and students of color.

 

  • Don’t audition students out of elementary or middle school music. Selective ensembles have a place at high school, but early exclusion crushes musical identity development.

 

  • Don’t hide the program from families who don’t speak English or don’t have concert-going traditions. Recruitment, communication, and performance formats need to reach every family.

 

  • Don’t overclaim the research. “Music makes students smarter” and “Mozart Effect” framing invite skeptical pushback and undermine legitimate cognitive, SEL, and engagement findings. Cite carefully. The strongest research is correlational and program-specific.

 

  • Don’t rely on booster fundraising as a program foundation. Booster-dependent programs create equity gaps between schools and give district leaders a reason to under-fund music from the general budget. Boosters should supplement, not sustain.

 

  • Don’t measure success by contest ratings alone. Superior ratings at festival tell a narrow story. Boards care about participation, retention, equity, growth, graduation, and belonging.

 

  • Don’t let elementary, middle, and high school programs operate in silos. Weak vertical articulation kills retention. Students should know what’s next, and secondary teachers should know what feeds them.

 

  • Don’t leave music teachers isolated. Being the only specialist in a building is inherently lonely. Districts that don’t create vertical teams, cross-building PLCs, and content-specific coaching lose teachers.

 

  • Don’t evaluate music teachers with generic frameworks. Danielson-style rubrics designed for tested subjects don’t capture rehearsal pedagogy, ensemble development, or individualized musicianship. Adapt the tool or add music-specific criteria.

 

  • Don’t rotate music teachers across too many buildings. Traveling K-5 teachers covering 4+ schools with 600+ students can’t build relationships, assess growth, or run quality programs.

 

  • Don’t neglect instrument maintenance cycles. Deferring instrument replacement is invisible until students are trying to learn on unplayable equipment. Build a 15-20 year rotation into the capital budget.

 

  • Don’t use inappropriate spaces. Music instruction in a cafeteria, gym stage, or converted storage room signals the program’s status and limits what can be taught. Advocate for acoustically appropriate, adequately sized rooms.

 

  • Don’t underfund technology. Modern music instruction includes DAWs, notation software, recording tools, and MIDI controllers. Districts that fund technology for other subjects but not music entrench inequity.

 

  • Don’t assume music teachers can self-fund PD. Requiring teachers to pay for state MEA conferences, NAfMEmemberships, and content-specific coursework out of pocket is a retention problem — especially early-career.

 

  • Don’t overload one teacher with impossible extra duties. Marching band, jazz band, musicals, pep band, festival prep, and multiple concerts on top of full teaching loads drive burnout. Right-size stipends and workloads.
