OPTIMAL CLASS SIZES


  • PRE-K to 3rd: 12 to 18 students
  • Grades 4-8th: 18 to 22 students
  • High School: 20-25 students

The major lesson is not simply “smaller is always better.” A substantial reduction matters more than a token reduction. Moving from 25 to 24 students is unlikely to change instruction; moving from 25 to approximately 15–17 creates enough additional time for interaction, feedback, and responsive teaching to produce measurable effects, particularly in the early grades.

Class-size reduction is most defensible when it is:

  • Concentrated in K–3, where foundational literacy, numeracy, self-regulation, and relationships are developing.

  • Sustained across several years rather than offered for only one short period.

  • Targeted to high-poverty schools and classrooms serving students with greater needs.

  • Implemented without lowering teacher quality or removing resources from high-impact supports such as early literacy intervention, tutoring, curriculum, and teacher coaching. Link

 

 

 

 

CHALLENGES


  • Size of reduction matters: Evidence is strongest for reductions on the order of 7–10 fewer students, especially in K–3; modest reductions may produce limited effects.brookings

 

  • Implementation matters: Reducing class size is expensive. If it forces a district to hire underprepared teachers, cut instructional supports, or divert resources from high-impact priorities, the benefits can shrink.

 

  • Small classes are an enabling condition, not a teaching method: They create more opportunity for high-quality instruction, but achievement gains depend on how teachers use the additional time, attention, and flexibility.

 

  • High recurring cost: Smaller classes require more teachers, salaries and benefits, classroom materials, transportation capacity, and often capital spending for additional rooms. Moving from 24 to 16 students requires roughly 50% more teachers; even a one-student change in the national pupil–teacher ratio represents billions in salary costs.

 

  • Teacher-supply pressure: A rapid mandate can force districts to hire less-experienced, out-of-field, or underprepared teachers—potentially offsetting the instructional advantage of fewer students. Research on California’s rollout found declining K–3 teacher qualifications, with the greatest difficulty in schools serving more low-income, minority, and English-learner students.

 

  • Insufficient classroom space: Districts may need portables, repurposed specialist rooms, larger schedules, or split-grade classes. Space shortages are especially acute in crowded schools, meaning the schools that could benefit most may have the hardest implementation conditions.

 

  • Opportunity cost: Dollars devoted to a universal reduction cannot also support competitive pay, coaching, high-dosage tutoring, reading specialists, mental-health staff, curriculum, or extended learning. The relevant question is not “Do small classes help?” but “Do they help more than the best alternative use of the same funds?”

 

  • Weak implementation fidelity: The benefits associated with major reductions are not necessarily produced by modest cuts. Simply moving from 28 to 25, for example, may not yield the same effects as a carefully supported K–3 reduction to approximately 15–18 students.

 

  • Instruction may not change: Smaller classes create capacity for conferencing, formative feedback, small-group instruction, and closer relationships, but do not guarantee that teachers will use the added capacity in those ways. Professional learning and instructional expectations matter.

 

  • The strongest case is generally for substantial, sustained reductions in early elementary grades, particularly for students with greater academic risk—not for an across-the-board reduction in every grade and subject. California’s experience showed modest positive achievement effects and more individual teacher-student work, while also demonstrating how staffing and facilities constraints can dilute results.

    Before adopting a target, a district should ask:

    1. Which grades, schools, subjects, or student groups have the clearest need?

    2. Can we staff the change with effective, certified teachers without weakening teacher quality elsewhere?

    3. Do we have adequate classrooms and a sustainable multiyear funding source?

    4. What instructional practices will change because classes are smaller?

    5. Would targeted K–3 reductions, intensive tutoring, additional specialists, co-teaching, or stronger teacher development yield more benefit per dollar?

    A prudent approach is usually targeted rather than universal: prioritize early grades, high-need schools, and classes where individual feedback and foundational learning are most consequential, then monitor teacher quality, student outcomes, and the resources displaced by the investment. Link

     

 

 

WHAT NOT TO DO


  • Do not apply a universal cap without a costed multiyear plan. Avoid setting targets before identifying the additional teachers, rooms, materials, transportation, and recurring salary-and-benefit costs required.

 

  • Do not hire quickly at the expense of teacher quality. A rushed expansion can place inexperienced, uncertified, or out-of-field teachers in the classrooms that need strong teaching most.

 

  • Do not reduce classes slightly and promise major achievement gains. Cuts such as 30 to 25 students may improve working conditions but are unlikely to produce the academic effects associated with substantially smaller early-grade classes.

 

  • Do not cut tutoring, specialists, electives, planning time, or teacher development to pay for it. Those supports may yield more benefit for particular students than a blanket reduction.

 

  • Do not reduce class size evenly across all grades and subjects. Prioritize early elementary grades, high-need schools, foundational literacy/numeracy, and settings where individualized feedback is most important. Evidence and implementation guidance favor beginning in kindergarten or pre-K and expanding grade by grade through about Grade 3.

 

  • Do not assign the least-experienced teachers to the highest-need classes. This is a common equity failure: staffing shortages can concentrate weaker staffing and remaining overcrowded classes in schools serving low-income students, multilingual learners, and students with disabilities.

 

  • Do not convert every available room into a classroom without protecting programs. Repurposing libraries, specialist rooms, intervention spaces, and collaborative-planning areas can undermine the broader instructional program.

 

  • Do not assume teacher practice will automatically change. Smaller classes create opportunity, but teachers need practical professional learning in small-group instruction, formative assessment, conferencing, differentiation, and productive student talk. Research summaries caution that teacher practice may not noticeably change without deliberate support. Link
